In the context of the Arab Union for Customs Brokers working towards achieving its goals, which were established to serve Arab joint work, and in light of the request from the Union’s General Secretariat to establish an Advisory Council within the General Secretariat, in order to achieve the objectives for which the Union was created, under the supervision of the Secretary General, the Board of Directors of the Arab Union for Customs Brokers decided, during the meeting held on May 23, 2023, to approve the establishment of an Advisory Council within the General Secretariat composed of certified experts and consultants.
The General Secretariat was tasked with forming members with the required qualifications from various specialties (customs, legal, taxation, export, and import) and appointing them to the Council. The Council’s responsibilities include providing consultations, training, and developing strategies and action plans for the Union.
Providing Customized Legal Consultations: Legal consultants within the council offer tailored legal advice on customs, tax laws, and compliance requirements, ensuring that business operations are fully aligned with applicable regulations.
Preparing Detailed Legal Reports: Legal consultations on how to prepare detailed reports for members regarding any legal matters related to customs and taxes that might affect their business activities or projects.
Providing Legal Assistance to Members in Legal Proceedings: Offering legal support to members in front of courts and prosecution authorities concerning legal issues they encounter during their professional duties.
Providing Consultations on Reviewing and Analyzing Current Customs Procedures: Offering advice on reviewing and analyzing the existing customs procedures of member companies and identifying areas for improvement or simplification.
Assisting Members in Understanding Local and International Customs Laws: Providing guidance to members on how to understand local and international customs laws and offering advice on how to comply with these regulations in line with the legal frameworks of different countries.
Developing Systems to Identify Goods Requiring Special Procedures (such as Dual-Use Goods or Regulated Products):
Creating systems and processes that enable customs and trade professionals to identify goods that fall under special categories, such as dual-use items or products that are subject to regulatory controls. This ensures that the necessary permits, checks, or documentation are in place before these goods are imported or exported, thereby avoiding legal or compliance issues.

Assisting members in confirming that their exported and imported goods meet the necessary customs, safety, and health specifications to avoid regulatory issues and ensure product quality.
Supporting Members in Determining the Customs Value of Exported or Imported Goods and Avoiding Common Mistakes Leading to Customs Violations:
Providing guidance on how to accurately calculate the customs value of goods to prevent errors that might result in customs fines or penalties.
Providing Consultation on Product Classification According to the International Customs System (HS Code):
Offering expert advice to ensure that products are classified correctly under the Harmonized System (HS Code). This helps avoid issues related to customs value, duties, and penalties due to incorrect classification.
Providing Detailed Analysis for Products Requiring Special Permits or Additional Inspections:
