Basic principles

Article 1: An Arab organization is established within the framework of the Arab Economic Unity Council, called the “Arab Union of Customs Brokers,” with its specific competencies outlined in its founding document. The union is established after the signing of its bylaws by representatives of two-thirds of the member states participating in the founding meeting who meet the membership criteria. The union shall remain in existence indefinitely. In all cases, approval must be obtained from the Arab Economic Unity Council at the ministerial level for registration in the union registry maintained by the General Secretariat.

Article 2: The Union has its headquarters in Cairo, Egypt. The Union may, by decision of the Board of Directors and with the approval of the Arab Economic Unity Council at the ministerial level, open offices or branches in other Arab countries. The decision shall specify the authority and responsibilities of the office or branch, provided that the countries where the branch is established approve it through their permanent representative to the Council or the relevant minister in non-member states. The office or branch must adhere to the internal laws of that country.

Article 3: The Union and its branches acquire legal personality and full capacity to carry out its activities and achieve its Arab objectives. It enjoys administrative and financial independence. The Union’s headquarters, branches, and offices benefit from the privileges and immunities outlined in the Arab Economic Unity Council’s agreement on privileges and immunities, in accordance with what is agreed upon with the concerned states, with the right of the state to withhold such privileges and immunities in accordance with its national laws and regulations.
